Abstrak

Penelitian ini bertujuan untuk mengukur tingkat kematangan tata kelola teknologi informasi serta menyusun roadmap strategis peningkatan tata kelola pada Learning Management System (LMS) SINAU yang dikembangkan secara internal di Universitas Jenderal Achmad Yani dengan menggunakan kerangka kerja COBIT 2019. Pendekatan metode campuran dengan desain konvergen diterapkan melalui pengukuran kuantitatif berbasis kuesioner dan pendalaman kualitatif melalui wawancara. Hasil penelitian menunjukkan bahwa tingkat kematangan tata kelola TI berada pada Level 2 (Managed), yang mengindikasikan bahwa proses telah berjalan namun belum terdokumentasi dan terstandarisasi secara konsisten. Kesenjangan utama ditemukan pada pengelolaan layanan, manajemen perubahan, serta pemantauan dan evaluasi kinerja. Berdasarkan hasil analisis kesenjangan dan sintesis data, disusun roadmap strategis bertahap untuk mendorong peningkatan kematangan menuju Level 3 (Established Process). Penelitian ini menyimpulkan bahwa penguatan kebijakan formal, dokumentasi proses, dan mekanisme monitoring berkelanjutan sangat diperlukan guna menjamin keberlanjutan dan efektivitas tata kelola LMS di lingkungan perguruan tinggi.
